While the registration process is free, it can take a significant amount of research, time, and effort. Each level of registration is different, depending on the kind and level of contract you’re bidding for.

Registering With DUNS

If you are seeking a federal contract, grant agreement, or any kind of formal partnership agreement with NRCS using an Employer Identification Number (EIN), a Data Universal Numbering System (DUNS) number is required, and you must also be registered with the System for Award Management. DUNS: DUNS is a copyrighted Data Universal Numbering System for identifying business entities based on location. A DUNS number refers to a unique nine-character ID number Dun & Bradstreet offers. Your organization may obtain a DUNS either on the phone, or on D&B’s website. Registering With SAM

SAM, or the System for Award Management, is a government-wide, online application that collects, validates, and disseminates business information regarding the federal government’s trading partners in support of the contract grants, awards, and electronic payment processes.

The SAM Registration Process

Pre-Registration Process

Before your organization registers with SAM, you can use the SAM Status Tracker to confirm the registration status of your organization with SAM. If you are unsure about the status of your organization, you may consult with your financial department, grant administrator, chief financial officer, or other authorizing official to determine if your organization has already registered with SAM. IIf your organization has been registered already, look at who is listed as the E-business Point of Contact (EBiz POC). The EBiz POC within your organization should register your organization with SAM. The EBiz POC is also the party designated to approve your formal request submitted on Grants.gov. Make sure to note that the EBiz POC needs to renew your organization’s SAM registration every year.

How To Register With SAM

First, your organization must register on the SAM website website with a DUNS number and a Taxpayer Identification Number (TIN) or Employment Identification Number (EIN). When a new entity is registered in SAM to do business with the U.S. government, a notarized letter establishing the authorized entity administrator is required before SAM activates your entity registration in SAM.gov. After your organization registers with SAM, an EBiz POC must be designated. The “AOR” refers to the staff members in your organization who are permitted to submit applications on Grants.gov. Further information on roles delineated by Grants.gov is detailed here. After the online registration is completed and your notarized letter establishing the entity administrator is sent, it generally takes up to two weeks for the SAM registration to be completed, and then an additional business day for Grants.gov to reflect any updates made in SAM. However, this timeline only applies if your organization already has an EIN. If your organization does not have an EIN, there may be an additional 5 weeks necessary to request and obtain an EIN from the IRS.
